D5 ETHICAL CONSIDERATIONS INVOLVING ADOLESCENT CHOICES

 

John Philips is currently the Chief Deputy of the Juvenile Dependency Division for the San Diego County Counsel’s Office .  Mr. Philips is licensed to practice law in the state of California since December 1985.  He obtained his Bachelor of Arts undergraduate degree in Child Psychology in June 1981 from the University of California, Santa Barbara,  graduated from Southwestern University School of Law in June 1985 and worked for the County Counsel's office in Los Angeles for 3 ½ years representing the Department of Social Services in Juvenile Dependency cases.  Mr. Philips has worked for the San Diego County Office of County Counsel for the past 18 years representing the Health and Human Services Agency in Juvenile Dependency cases.  He has four published appellate court cases including two California Supreme Court cases (In re Troy Z. and In re Stephanie M.) and is  co-author of CEB book "California Juvenile Dependency Practice."
