Dr. Ronald C. Hughes, PhD, MScSA is Director of the North American Resource Center for Child Welfare (NARCCW) and the Institute for Human Services (IHS) in Columbus, Ohio. He is a consultant and widely published author in the field of child welfare, and works to promote large-scale system change in the child welfare field.  His work includes the promotion of evidence-based practice through policy white papers, journal articles and textbooks, organizational consultation, and development and implementation of state and provincial competency-based inservice training systems. He is co-founder of both NARCCW and IHS, and has been Director of IHS since the organization's inception in 1977.
